The hand test
Stand up straight. Put one hand flat against your side with the little finger on the top of your hip bone. If the bottom of your ribcage is at or below your index finger, the torso is short. If there is room for a second hand, it is long. Most people fall in between and can wear either rise. The test takes ten seconds and does not need a tape.
Why height does not tell you
Torso length and leg length are separate proportions, and height is their sum. A woman of 5 foot 9 with long legs can have a short torso; a woman of 5 foot 2 with short legs can have a long one. This is why petite and tall ranges, which are graded by height, do not reliably fix a rise problem: they change the inseam and adjust the rise by an average, and your torso is not average.
What it changes: the rise
Front rise is the distance from the crotch seam to the top of the waistband at the front. A mid rise of roughly 9 to 10.5 inches sits at the natural waist on most bodies. On a short torso the natural waist is close to the ribs, so a rise of 11 inches or more runs out of room and lands on the ribcage - comfortable standing, not seated. The mid-rise band is where a short torso is comfortable all day.

The seated test
Sit in the pants you are unsure about. Put a hand flat between the top of the waistband and your ribs. No room means the rise is too long for your torso; a finger or two of room means it is right. This is the check that ends the argument, and it works in a fitting room or at home before the tags come off.

Measure the front rise on the pair that sits best seated - crotch seam to top of the waistband - and write it down. That number reads every chart. Where a brand publishes the front rise, compare it; where it does not, expect the pair to be drafted for an average torso.
